Lower Jefferson Utilities Relocation & Street Reconstruction Project
Authority staff continued its co-lead role with other City departments and the Newport News Redevelopment and Housing Authority in guiding design to 100% completion in early 2016 for the Phase II blocks of this major streetscape upgrade program from the 12th Street intersection to 25th Street. This paved the way for the start of right-of-way acquisition and a complex assortment of utility consolidations and relocations in 2016 as part of a package of major aesthetic streetscape enhancements to complement the recently completed Phase I improvements directly north. Because Jefferson Avenue is the main commercial and residential corridor in the Southeast Community, nearly 16,000 vehicles pass through this portion of Jefferson Avenue daily. This project continues to greatly improve aesthetics and quality of life for residents nearby, supporting more business development and redevelopment in this section of Jefferson Avenue.
Right-of-way acquisition and utilities relocation will continue into 2017, and the $8.5 million construction program is scheduled to begin in early 2018. Upon completion, residents, businesses and visitors will benefit from enhanced landscaping, upgrades to street lighting, and new and upgraded sidewalks and ADA-compliant intersection ramps. Partial funding with VDOT Revenue Sharing matching dollars will augment City funding allocated in FY 2017 and FY 2018 for construction.Visit website
